I belive, more than 75% of threats to Kashmir Red Deer (Hangul) will be overcome by taking following steps:
1. Stop nomads and their livestock from using summer grazing grounds inside the national park (needs political support, as it involves votebank politics)
2. Evict sheep breeding farm, fish hatchery, protocol lodge and security bunkers from within the national park (involves state government support)
3. Get rid of un-necessary structures raised by the wildlife department over the years - to reduce the disturbance and give more space to Hangul.
The rest of 25% threats could be resolved by habitat improvement, effective antipoaching and taking other minor management initiatives.
