Education/Communication/Raising awareness
Policy influencing/advocacy
Describe the results/achievements of the actions taken:
Through 2018, FARN has approached the local communities to improve the level of information managed to face this case. FARN also promoted exchanges with other international organizations for raising awareness on this issue and exchanged letters of protest with the Chinese donor institutions funding the construction of the two dams. During the G20 meeting in Argentina, and the bilateral meeting between Argentina and China, FARN extended another letter of protest to the financial institution, mentioning the lack of quality in the Environmental Impact Assessment (EIA) which is not addressing climate change and the impacts of complementary infrastructure such as the access roads and the electric transmission line.
In 2017 the Supreme Court of Justice declared the construction of the dams as illegal and used Resolution 090 as part of the case. A formal letter of protest has been sent to the court regarding the bad quality of the EIA. However the Argentinian government and sub-national government of Santa Cruz keep promoting the dams and powerful economic interests behind the project alert that this case is not solved yet.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
Difficult access to "public" information, lack of transparency from the governments and from funding organizations based in China.
Briefly describe what future actions are needed for the implementation of this Resolution:
The legal case in the Supreme Court of Justice needs to be followed up closely. Insisting on an integral EIA is key to analyze comprehensively the real impacts of this project. Sustained support for more local empowerment and building awareness on the civil society will help in the implementation of this resolution.
Are these actions planned for yet:
Yes
Status of implementation
