Capacity-building
Convene stakeholders/Networking
Policy influencing/advocacy
Scientific/technical activities
Describe the results/achievements of the actions taken:
A major achievement has been the adoption and publication of Regulation (EU) 2023/1115, which bans the placement of products contributing to deforestation on the EU market as of June 2023. This regulation has been recognized as a major accomplishment within the European Green Deal framework, reflecting strong public and institutional support for curbing imported deforestation. The Forest Committee at the Agence Française de Développement has extended its work to broader deforestation-related issues, aligning national and EU regulations.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
A significant challenge was the postponement of Regulation (EU) 2023/1115 by one year, following an EU Member State agreement in October 2024. This delay in the application was unexpected, and in response, ongoing advocacy efforts have been intensified to encourage timely implementation. Coordination with French authorities and communication with EU representatives have been important steps to address and mitigate the effects of this delay.
Briefly describe what future actions are needed for the implementation of this Resolution:
Moving forward, advocacy efforts will continue to promote the timely application of Regulation (EU) 2023/1115, with a focus on ensuring that national and EU policies align with the goals of the resolution. Continued dialogue with French authorities is planned to expedite compliance and raise awareness of the regulation’s impact on deforestation. Efforts to expand capacity-building initiatives, technical support, and possibly convening further stakeholder discussions will strengthen the regulatory framework and support sustainable land-use practices at both the national and EU levels.
