The failure of the IUCN Secretariat to take action to implement this resolution is disappointing. All parties to the Paris Climate Change Agreement are required by its terms to do their utmost to alleviate climate change. Indeed, that is the most compelling need to preserve life on our planet. IUCN, the world's most prominent international environmental organization, should be the world's leader in promoting action to achieve the Paris goals. The resolution is a call to action by IUCN members. In itself, it imposes no costs or penalties. It calls on members to take action to transition from fossil fuels to efficiency and renewable energy resources and to phase out fossil fuel subsidies, since fossil fuels are the most prominent cause of greenhouse gas emissions. The IUCN Secretariat has consistently opposed to taking energy related climate action claiming that energy is not within its mission and a lack of sufficient expertise.. But it has not used the experts of its WCEL Energy Specialty or those in its 200 Academy universities experts. It even rejected a motion to add energy to its 2018-2020 program.
