The whale sanctuary in the Southern Ocean is de facto in existence since no hunting of whales is taking place.

Some countries are leaving the IWC and this can chance their stance on hunting whales
Briefly describe what future actions are needed for the implementation of this Resolution:
Further work is needed to address the countries who are leaving IWC and to deal with where they might be resume killing whales.
