Describe the results/achievements of the actions taken: 
* A BEST 2.0 call for proposal has been organised in 2017. Training workshops have been organised. Further to the independent expert-evaluation, the European Commission has selected 17 new projects for small grant 8 up to EUR 100 000) on the basis of the available budget for this 2017 call. Monitoring of these projects and capacity building on technical and financial reporting have been organised in 2018.
* A BEST RUP call for proposal has been organised in 2017. Training workshop have been organised. The European Commission has selected 12 new BEST projects for a total of EUR 460 000. The projects are very diverse dealing with species conservation, marine and terrestrial ecosystems protection, environmental awareness and education, as well as local knowledge in the French Outermost regions. This brings the total number of BEST projects to 90 representing a European investment of more than €18 million. During 2018, monitoring and capacity building have been organised for supporting the grantees.
* An MoU has been signed between IUCN and CEPF in order to ease synergies between on-granting mechanisms. The aim is to facilitate match-funding for fostering and bolstering regional cooperation actions. On the basis of this MoU, IUCN and CEPF have funded two regional projects in Indian Ocean implemented in Mayotte, Comoros and Madagascar. This collaboration is an important pilot for EC funded on-granting mechanisms and is supporting EC funds coordination for a greater impact at the regional level.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome : 
Dealing with several EU funds and political processes.
A BEST technical group has been set up for further discussing the funding mechanism with EU Overseas and co-designing the future of BEST.
DGENV has selected a new BEST project piloting a new phase where the LIFE Programme is funding calls for proposals for all Outermost Regions. The objective is to include BEST as part of the next financing programmation of the EC for having sustainable funding

A new call for BEST 2,0 is planned for funding Small grants in 2019
