Education/Communication/Raising awareness
Policy influencing/advocacy
Describe the results/achievements of the actions taken:
The scientifically based proposals for the enlargement of the non-intervention area drawn up by the concerned NGOs, especially Friends of the Earth Czech Republic, was introduced to and discussed with the majors and representatives of the municipalities within the NP, through a total of 15 personal meetings during 2018.
A proposed zonation document was prepared by the NP Administration and Ministry of the Environment in 2018, which was published in January 2019, setting off the formal consultation process with representatives of the NP municipalities, the NP Council and others. The working proposal includes only 27 % of the NP area in a non-intervention zone. This is an advance, but still it is less than the resolution‘s requirement of 30 % of the area. According to the NGOs concerned, the proposal excludes certain very valuable areas of the park. This is important as the approved zonation will not be amendable for the next 15 years under the Act (2034 at the earliest).
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
Mayors and representatives of the municipalities within the NP are crucial actors in the zonation consultation process and Management plan preparation, and traditional opponents of nature conservation in the NP. The NGOs concerned have promoted the scientifically based zonation proposal described during their preparation of these documents., and will continue to do so as part of the formal consultation period.
Briefly describe what future actions are needed for the implementation of this Resolution:
The future management plan will determine the schedule for the enlargement of the wilderness over the following 20 years. As at least 50 % of the park area should be included in the non-intervention zone -as per the resolution- the Management plan should include this goal explicitly and contain specific provisions and measures to be adopted to achieve it. The Plan has yet to be prepared by the NP Administration.
Regarding the proposed donation now under consultation, in April 2019 the NP Council will convene to consider recommending changes. The Ministry will take the final legal decisions, after a formal comment period open to other ministries.
The concerned NGOs will publish in February or March the updated scientific basis for the zonation proposal, and will continue to discuss it with relevant stakeholders.
Are these actions planned for yet:
