Scientific/technical activities
Describe the results/achievements of the actions taken:
The Red List Index (RLI) was included in the 2019 SDG report with data for each country updated in the UN SDG indicator database. The RLI and various disaggregations were included in the IPBES Global Assessment, published in May 2019, with the indicators extrapolated to 2020 to assess progress towards the Aichi Targets and to 2030 for the SDGs. The RLI and various disaggregations are profiled in the draft Global Biodiversity Outlook-5 which is currently out for review and due to be published in 2020.

Relevant disaggregations of the RLI were provided to the Convention on Migratory Species via UNEP-WCMC to support a review of the CMS Strategic Plan for Migratory Species.

RLIs, disaggregated to national level, were included in the ‘country profiles’ on the Integrated Biodiversity Assessment Tool, and made available to CBD national focal points, among others (see link below).

The RLI was included in the newly launched Biodiversity Indicators Partnership Dashboard.

The EU-funded INSPIRE4Nature project, led by the French National Centre for Scientific Research (CNRS), involving four IUCN Red List Partners, to train 15 PhD students, including one whose PhD focuses on the Red List Index.

A paper on the sample size required for the sampled approach to generating Red List Indices was developed, submitted and accepted for publication in the journal Conservation Letters.

A paper presenting national Red List Indices for Colombia was developed and submitted for publication.

A Swiss Government-funded project led by IUCN Secretariat is supporting the development of functionality on the IUCN Red List website to serve up RLIs and various disaggregations of them to users, and to support more streamlined production of these indicators each year.

The IUCN Red List Partnership developed a joint fundraising proposal to secure significant funding for the IUCN Red List, which would faciiltate the regular production and update of RLIs based on reassessments
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
Lack of funding and priority given to reassessments has been the main challenge. No groups completed reassessments in 2019. Birds will be reassessed in 2020. Completion of mammal reassessments, due in 2016, will be largely complete by 2020, but gaps will remain due to slow timelines or failure to undertake reassessments (622 species still need to be reassessed at present). The second amphibian assessment remains in progress and significant gaps will remain by 2020 (currently there are 3,619 species pending reassessment and more than 1,300 new species which still need to be assessed for the first time). No other groups have completed comprehensive reassessments so far this quadrennium (see Future Actions below).
Briefly describe what future actions are needed for the implementation of this Resolution:
On the fund-raising side, efforts to raise funds to support reassessments will continue, particularly through the joint Red List Partnership proposal.

For policy influencing/advocacy, the RLI will be promoted as one of the indicators to be used for tracking progress against the new post-2020 framework on biodiversity to be negotiated through the CBD.

In terms of scientific/technical activities, the Global Mammal Assessment team aim to submit most remaining mammal reassessments in time for the June 2020 Red List release. The Global Amphibian Assessment team are working on completing amphibian reassessments, but substantial geographic gaps will remain by mid-2020. Reassessment of all shark species is underway to calculate an RLI which will be backcasted to 1980. Reassessments of all cycads and conifers is underway and should be completed by the end of 2020. Reassessment of reef-forming coral species has started but is unlikley to be completed in 2020.

Methods to automate the production of the RLI will be advanced. A new page to present the Red List Index information will be developed on the Red List website.
