A Joint Meeting of the Bern Convention Network of Special Focal Points on Eradication of Illegal Killing, Trapping and Trade in Wild Birds and the CMS Intergovernmental Task Force on Illegal Killing, Taking and Trade of Migratory Birds in the Mediterranean (MIKT) took place from 8 to 10 May 2019 in Rome (https://www.cms.int//en/meeting/joint-bern-convention-cms-meeting-illegal-killing-taking-and-trade-wild-birds). The meeting aimed to assess progress in addressing IKB in the Mediterranean, and to evaluate the first implementation of the Scoreboard to Assess the Progress in Combating Illegal Killing, Taking and Trade of Wild Birds, which took place in 2018. The Joint Meeting discussed addressing IKB in the Mediterranean beyond 2020, as both the Tunis Action Plan 2013-2020 (TAP) and the MIKT Programme of Work 2016-2020 (POW) will end in 2020.
During the 15th Meeting of the AEWA Technical Committee, information was provided that some actions have been implemented for the following species, most of which are listed in Appendix II of the Bern Convention.
1. Eurasian Curlew (Numenius a. arquata, N.a. orientalis and N. a. suschkini)
2. Black-tailed Godwit (Limosa l. limosa and L. l. islandica)
3. Lesser White-fronted Goose (Anser erythropus) (e.g. 4th Meeting of the AEWA Lesser White-fronted Goose International Working Group)
4. Eurasian Spoonbill (Platalea leucorodia)
5. Great Snipe (Gallinago media)
6. Ferruginous Duck (Aythya nyroca)
7. White-headed Duck (Oxyura leucocephala)
8. Corncrake (Crex crex)
9. Bewick’s Swan (Cygnus columbianus bewickii)
10. Red-breasted Goose (Branta ruficollis)(e.g. 2nd Meeting of the AEWA Red-breasted Goose International Working Group)
However, it is unclear to which extent IUCN members and commission members have been involved.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
As for last year, no information on the implementation of the resolution was received from members, so obstacles cannot be identified here. The unwillingness of Parties to conventions (including the Bern Convention) to agree to provide required funds through budget increases is likely to have remained as a challenge to initiate actions.
Briefly describe what future actions are needed for the implementation of this Resolution:
Similer to the last years, the Bern Convention remains low on the agenda of IUCN members and the global conservation community. Some kind of coordinated large-scale communication campaign may help increase the visilibility of the convention and its role for migratory bird conservation.
A more pro-active approach towards members to find out about activities condutcted during the year is recommended.
