The Science for Nature and People Partnership (SNAPP) produced several articles and technical pieces looking at target-based ecological compensation (TBEC).

Nature ecology and evolution article, “Global no net loss of natural ecosystems,” published in December 2019.

Conservation Letters article, “Moving from biodiversity offsets to a target-based approach to ecological compensation,” published in December 2019.

Additionally, IUCN Secretariat, The Biodiversity Consultancy, and the Durrell Institution of Conservation and Ecology supported the updating of the Global Inventory of Biodiversity Offset Policy, and the publication:
One Earth article, “The Role of “No Net Loss” Policies in Conserving Biodiversity Threatened by the Global Infrastructure Boom,” published in November 2019.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome : 
The role of the mitigation hierarchy is increasingly well understood and applied. What seems to be lacking is a global-level entity that looks at progress and uptake.
