Describe the results/achievements of the actions taken: 
A new LIFE4BEST Programme piloting the financial support of the BEST initiative by the European LIFE Programme has been inaugurated and a first call for proposals has been organised with a great mobilisation of the Outermost Regions' stakeholders. The implementation of this programme will support the definition of the future funding modalities by the EC and the European LIFE Programme of a small grant scheme dedicated to the EU Overseas Stakeholders as well as at the European mainland scale. This represent a great leverage effect, sustainability and scale up opportunity of the BEST Initiative that pilot a small grant programme for the EU Overseas.

The BEST RUP and BEST 2.0 programmes has been completed and extended for the implementation of new lessons learnt and promotion activities for taking advantage of the great international year of 2020.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome : 
Dealing with several EU funds and political processes as EU Overseas have different political status.

DG ENV has selected a new BEST project piloting a new phase where the LIFE Programme is funding calls for proposals for all Outermost Regions. The objective is to test how to include BEST as part of the next financing programmation of the EC for sustainable funding of a small grant mechanism open to the EU Overseas but as well the EU mainland stakeholders in the medium term. The new regulation is mentioning small grants and a dedicated programmatic workshop has enable stakeholders to debate about the opportunity of deploying small grants under LIFE Programme and the lessons learnt from BEST.
