The IUCN Secretariat has been closely following the negotiations on the Mechanisms for planning, monitoring, reporting and review of the CBD, which include the guidance updating the National Biodiversity Strategies and Action Plans (NBSAPs) as well as National Reports and a potential biodiversity stocktake to inform the development of future NBSAPs (ratcheting mechanism). This has included preparation of position papers and participation in a workshop.
The French National Committee provided inputs to the National Biodiversity Council's draft opinion on the 3rd National Biodiversity Strategy (NBS) asking that it not only refers to the future post-2020 biodiversity framework and the European strategy for biodiversity, but that it is designed as a real tool for implementing France's international commitments.
IUCN NL has advanced the implementation of the Resolution through the Dutch Action Agenda developed through a collaboration involving IUCN NL, the Deltaplan for Biodiversity Restoration and MVO Nederland, with financial support from the Ministry of Agriculture, Nature and Food Quality (LNV). It includes over 150 pledges from governments, non-governmental organizations and businesses to contribute to biodiversity in various aspects in order to demonstrate the support and willingness by the Dutch society to conserve and restore biodiversity.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
The main challenge so far has been the postponement of the CBD COP which has also delayed the adoption of the post-2020 GBF and the development of IUCN guidelines on how to reflect the post-2020 global biodiversity framework in relevant planning processes, including NBSAPs.
Briefly describe what future actions are needed for the implementation of this Resolution:
In the lead-up to CBD COP15, continue to advocate for increased ambition and an effective mechanism for planning, monitoring, reporting and review.
Once the post-2020 GBF is adopted, the development of the IUCN guidelines for reflecting the framework in the NBSAPs will start, bearing in mind that Parties to the CBD will have already adopted guidance in this regard. This will involve drafting an outline that avoids duplication, and carry out consultation with Regional Offices.
Other aspects to be carried out are the development of a global strategy for collaboration and technology transfer, and training of trainers to build capacity for implementation of established NBSAPs by all stakeholders.
