This resolution has not been implemented, as the costs to initiate are significant due to its nature to understand the volume of current use of plastics, understand land use impacts of shift to paper, and take that information to governmental platforms and facilitate stakeholder consultations between land managers, pulp and paper companies, manufacturers and national & regional governments. It also includes elements of a consumer campaign to drive that shift, for which considerable research and campaign resources are required.
