Policy influencing/advocacyThrough Subbarao Consultancy Service's work with the government of Samoa, two components are being addressed; 1. development of a renewable energy and energy efficiency policy, and 2. development of a Nationally Appropriate Mitigation Action (NAMA) programme. The NAMA programme builds on the Samoa Low Carbon Development Strategy and targets activities to reduce GHG emissions. It will increase contributions of renewable energy to the Samoan energy mix. Scientific/technical activitiesResearch on biofuel for land transport, non-motorized transport, and project management through the Scientific Research Organisation of Samoa (SROS). Landcare Research New Zealand carried out an impact assessment to identify how farming jatropha at a large scale would impact the environment in Samoa. Two vehicles were successfully tested with a 50% biofuel blend for a year on a coconut-based biofuel before deciding to utilize jatropha curcas as a feedstock.Completed

Agronomic viability of biofuels has been tested and demonstrated, and the generation of a NAMA focusing on the transport sector has been drafted, with a finalized report forthcoming.
What challenges have you encountered in implementing this Resolution and what measures have you taken to overcome them?: 
Processing payment to Subbarao through the Samoan government saw some delays, but coordination with the IUCN ORO Secretariat led to resolution of the associated issues.
