Describe the results/achievements of the actions taken:
Governments at CITES CoP17 (October 2016) in Johannesburg, South Africa, adopt a strong Resolution and Decisions on Conservation of and Control of Trade in the Helmted Hornbill, calling for urgent and integrated conservation and law enforcement measures, as well as coordinated efforts on the part of both consumer and range States as necessary to prevent the species from going extinct. Listed on CITES Appendix I
At the 7th International Hornbill Conference (May 2017) in Kuching, Malaysia, EIA and TRAFFIC have collaborated a range state to produce an updated map that plots all known publicly reported seizures and records of trafficked helmeted hornbill parts and products between 2010-17.
This map shows the locations of seizures and reported market observations since 2010, accounting for at least 2,800 helmeted hornbills. It highlights key import and export hubs within China and Indonesia respectively and documents the involvement of Chinese nationals facilitating the trade in Indonesia.
The Indonesian government will launch a 10-year conservation program (2018-2028) for the critically endangered helmeted hornbill (Rhinoplax vigil). The new strategy comprises five action plans — research and monitoring; policies and law enforcement; partnerships; raising public awareness; and funding.

In Thailand, poachers have been encouraged to become hornbill observers and guides for tourists (Hii 2015).

Urgently enforce legislation to prevent illegal hunting. Support livelihoods in forest communities so that the incentive to poach is minimised. Monitor populations across the species's range to determine the magnitude of declines and rates of range contraction. Monitor the impact of hunting pressure on populations. Campaign for the protection of remaining tracts of lowland forest throughout the range.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
Data lacking is a priority issue according to the Indonesian Hornbill Conservation Society (IHCS). For example, some rich population of Helmet hornbills still exist in western Borneo that is currently not included in the IUCN range map for this species. More extensive survey for the distribution is needed in order to prioritize key conservation area for the species.

More site-based conservation programmes at the source population are urgently needed. A range state need to define these key areas and develop strong action plan for the species.
