The Working Group WCC-2016-Res-003 held its first conference call on 30 November 2018 to organize its work and discuss a possible definition of "local and regional authorities".

Following an invitation to all IUCN Members to nominate candidates to be part of the Working Group, the IUCN Council has established the Working Group as required by WCC-2016-Res-003: see decision B/IX of 20 September 2018 Annex 3 for the names of the members of the WG (file attached herewith). Its Terms of Reference were approved by Council decision C/94/17 Annex 8 (May 2018) (file attached herewith)

Describe any challenges encountered in implementing this Resolution and the measures taken
Due to ambiguities in the formuation of WCC-2016-Res-003, it took a couple of discussions in Council before the Terms of Reference were finalized. Further, it required Council to undertake a proactive search to identify Working Group members that reflect the diversity of IUCN's constituents as well as a wide spectrum of views on this issue.

Description
At its 98th meeting in February 2020, based on the Working Groups's recommendations, the IUCN Council will approve a proposal for submission to Congress in June 2020 including, as the case may be, amendments to the Statutes.

The Working Group will work by email correspondence and remote meetings with the purpose of preparing options for the consideration of the IUCN Council at its 96th meeting in March 2019.

Description
With the support of the IUCN Council, the Working Group will consult the IUCN Membership (e.g. through the Regional Conservation Forums to be held in May-August 2019) with the purpose to build consensus. Taking into account the feedback from the IUCN Membership, the Working Group will prepare a proposal for Council's consideration at its 98th meeting in February 2020.
