Describe the results/achievements of the actions taken:
The Working Group's Terms of Reference were approved by Council decision C/94/17 Annex 8 (May 2018) (file attached).
Following an invitation to all IUCN Members to nominate candidates to be part of the Working Group required by WCC-2016-Res-003, the IUCN Council established the Working Group: see decision B/IX of 20 September 2018 Annex 3 for the names of the members of the WG (file attached).
The Working Group held its first conference call on 30 November 2018 to organize its work and discuss a possible definition of "local and regional authorities".
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
Due to ambiguities in the formulation of WCC-2016-Res-003, it took a couple of discussions in Council before the Terms of Reference could be finalized. Further, it required Council more time than expected to identify Working Group members which reflect the diversity of IUCN's constituents as well as a wide spectrum of views on this issue.
Briefly describe what future actions are needed for the implementation of this Resolution:
The Working Group will work by email correspondence and remote meetings with the purpose of preparing options for the consideration of the IUCN Council at its 96th meeting in March 2019.
With the support of the IUCN Council and the Secretariat, the Working Group will consult the IUCN Membership (e.g. through the Regional Conservation Forums to be held in May-August 2019) with the purpose of building consensus.
Taking into account the feedback from the IUCN Membership, the Working Group will prepare a proposal, including, as the case may be, amendments to the Statutes, for Council's consideration at the latest at its 98th meeting in February 2020, for the purpose of submitting it to the Congress in June 2020.
