Describe the results/achievements of the actions taken:
IUCN with several of its members and partners continued to actively advance the implementation of this recommendation in 2019. A notable highlight was the publication of a joint study on 'Nature-based Solutions in Nationally Determined Contributions (NDCs)' which IUCN launched together with Oxford University at the UN Climate Action Summit in New York in September 2019, which was widely welcomed. The study analysed the extent to which different countries had incorporated nature-based solutions within their respective NDCs to date, and provided practical recommendations on how this could be strengthened further and made more ambitious in the next round of NDCs that countries have been invited to submit in 2020, in support of the Paris Agreement.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
IUCN's study above showed that although 66% of the Paris Agreement signatories included nature-based solutions – actions to protect, restore and sustainably manage the world’s ecosystems – in their current NDCs, these are currently not substantive or stringent enough. For example, currently only around 17% of NDCs that include nature-based solutions for climate adaptation set quantifiable targets. Similarly, over 70% of NDCs refer to restoring or conserving forests, but only 20% of these include quantifiable targets, and only 8% include targets expressed in tonnes of carbon dioxide equivalent. It also found that most commitments aimed at mitigating climate change through nature currently focus on forests, with the potential of other ecosystems such as mangroves, peatlands or drylands largely underutilised. For example, only 19% of countries with coastal ecosystems recognise the potential of these habitats to mitigate climate change in their NDCs.

These thus suggest the ways in which future NDCs in 2020 can be made more ambitious through the stronger and more concrete inclusion of nature-based solutions within them, which are elaborated in the report. It also highlights the need for suitable enabling conditions for the same, especially enhanced finance for support NBS implementation.
