The implementation of Res 123 is conditioned by the availability of resources to cover costs such as travel, contracts for facilitators and trainers, honoraria, Secretariat staff time dedication, document production and communication, among others.The IUCN Secretariat put together a concept note to raise funds for these costs, which has been approved by the Res 123 Working Group. This concept is yet to be shared with philanthropic organizations and governments.

The IUCN Council Programme and Policy Committee (PPC; as documented in the C107 minutes pages 30-32, https://www.iucn.org/about-iucn/iucn-governance/iucn-president-and-council/council-decisions), established an internal Res 123 Working Group, composed of Bibiana Sucre, Hilde Eggermont, Peter Cochrane, with Secretariat support from Thomas Brooks, to design and track the implementation of the resolution and make recommendations to the IUCN Council on the actions required. This group is drafting the Process for the implementation of WCC 2020 Res 123, as well as Terms of Reference for bodies involved in its implementation, which will be put forward to IUCN Council for its consideration at its November 29th meeting. These drafts will propose the processes to carry out the inclusive and participatory process, appoint the Policy Development Working Group and carry out the drafting and review of the policy, as mandated on operative paragraphs 1, 2 and 3 respectively of the resolution. The drafts will also propose the roles, functions and links of and among the different bodies that will take part in the implementation of these processes.

Primary focus for initial steps in implementing the Resolution has been on process design and on resource mobilisation, and so initial contacts with donors have been established (avoiding solicitation to businesses or to campaigning NGOs to avoid any actual or perceived conflict of interest). No IUCN Members or Commissions have yet been engaged in the process.
