Activities carried out to implement this Resolution

Describe the results/achievements of the activities
Setting up the project.
1. At the first in person meeting of the Council in May 2021 (C107B), the DG presented to Council a high-level timeline for implementation as well as a proposed governance structure. The Council endorsed the proposal.
2. Afterwards, the DG and his team prepared a project initiation document, intended to operationalise the Congress Decision. It includes sections on context, methodology, roles and responsibilities, workplan, budget, risks and limitations. The document was approved in July 2022. You can find it enclosed.

3. Council delegated to Bureau the formation of the "intersessional steering committee" to oversee the project. It was agreed that the Steering Committee will be comprised of Bureau, plus 8 to 10 IUCN members, ensuring there is inclusive representation when it comes to geography, age, gender, etc.
4. Bureau, with support from the Secretariat, prepared the call for expression of interest to Members for nominations to join the Steering Committee during summer of 2022.
5. At its 7th meeting, in September 2022, the Bureau discussed the nominations and agreed to reserve two seats on the Committee, one for indigenous people and one for youth.
6. The DG recruited a project lead; all HR procedures are now complete. The Project Lead has commenced work on the project as of October 2022.
At the time of submission of this report, the Steering Committee has not yet been finalised/ approved by Bureau/Council. It is anticipated that the first Steering Committee meeting will take place before year-end.

Challenges/obstacles encountered in the implementation of this Resolution and measures taken
Only challenges so far are on timing. The work required to implement the Congress Decision is very substantial, requiring extensive consultations with the whole Membership - and therefore there is little to no room for delays.
There are anticipated financial challenges down the line as well. Bureau approved the use of reserves for this project; however, fundraising efforts will remain in place as the work progresses.

Future actions / activities needed for the implementation of this Resolution
In reviewing the Congress Decision, and the annexes to the Motion, it has been determined that there are four phases of the project, within which sit a set of workstreams, activities and deliverables. As of October 202, implementation is in its Inception phase, whereby in the interest of time, work on some of the activities of the second phase have also commenced.
The four phases are:
I. Inception – defining the scope and cost
II. Development of vision options and financial implications
III. Consultation with Members and integration of feedback
IV. Preparation of final draft for submission to Congress, including Statutory reforms.
