What challenges have you encountered in implementing this Resolution and what measures have you taken to overcome them?: 
This is a sensitive issue, US deals with it in a very low profile way. The costs of chemical salvage are very high, as an average 2-6 Million USD per boat, for thousands of boats the cost is really high.We are addressing sunken vessels not from the perspective of chemical salvage but livelihoods and biodiversity loss
