Describe the results/achievements of the actions taken: 
Main activities to date have been a) specification of the process and associated ToR for the bodies involved in implementation of the Res123 (all documented at www.iucn.org/synbio) and b) resource mobilisation in support of implementation. Call for nominations to Policy Development Working Group sent to IUCN constituents on 25 Jun, along with call for information and notification of open RFPs through IUCN procurement.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome : 
Resource mobilisation is a major challenge. DG wrote to all IUCN Member governments in late 2022 soliciting support.
