Activities carried out to implement this Resolution

Describe the results/achievements of the activities
The Advisory Group, established pursuant to 2021 Congress decision 148, with the support of the IUCN Secretariat, prepared the amendments to the Statutes, Rules of Procedure of the Congress and Regulations to make future Congresses a fully hybrid event where Members chose to participate either onsite or remotely and exercise all their rights, incl. speaking and voting. At the end of 2022, IUCN Members were consulted online on the key directions of these changes. The IUCN Council approved the proposed amendments in May 2023 and put them to an online discussion of Members (June-September 2023). The amendments, revised as the case may be as a result of the Members' online discussion, will subsequently be put to an electronic vote of IUCN Members in November-December 2023. In the meantime, the IUCN Secretariat has initiated the development of a digital platform enabling the hybrid Congress in line with the proposed amendments.
Challenges/obstacles encountered in the implementation of this Resolution and measures taken
No major obstacles have been encountered. The amendments are scheduled to be voted on by IUCN Members by the end of 2023, in time to apply to the motions and other processes in the run-up to the 2025 Congress as required by decision 148.
Future actions / activities needed for the implementation of this Resolution
The proposed amendments need to be adopted by IUCN Members in November-December 2023. The Secretariat will need to deliver the digital platform that will support the exercise of Members' speaking and voting rights without discriminating between onsite and online participation at Congress. Extra funding will be needed to implement the wish expressed by the IUCN Council that all contact groups be held with simultaneous interpretation in all three official languages of IUCN. Extra infrastructure and funding support may be required from the Congress host country if Members require also contact groups to be fully hybrid events instead of fully virtual events.
