Creation of a CEM-CEESP inter commission task force on natural capital, consultation with members at 3 RCFs, presentations to commission steering groups, on line discursions with members etc (see attachment for specific activities)_

Higher priorities of task force members, TF members not available due to field work absences, leave, serious sickness, changing jobs, and lack of suitable remuneration for TF members voluntary contributions. Response is to propose that TF be disbanded and instead for properly resourced and budgeted policy development group be established (see attachment).

A cross commission task force was set up in early 2022 with the aim of identifying members’ views on the advantages and disadvantages of natural concepts pe se, and the implications for parties applying these concepts in their work. The initial composition of the task force was members of CEESP and CEM who had been active and interested in issues relating to adoption of natural capital concepts, as these two commissions appeared to have the most interest in this subject area.. The limited nature of the task force was in accordance with the TORs for the taskforce, and the general nature of IUCN task forces as time-limited vehicles for identifying specific issues. The objectives of the task force were defined in the TOR as to: • identify knowledge gaps and opportunities for improved understanding of issues surrounding natural capital and its measurement; • provide input into the work of a future IUCN Working Group on IUCN Policy on Natural Capital; and work to support the implementation of Resolution 120; • provide a consolidated statement of the perspectives of CEESP and CEM members on the concept of natural capital, natural capital accounting and biodiversity

t is proposed that the TF be disbanded; and
• a Natural Capital Policy Development Group be established with suitable funding and membership, to develop a draft IUCN Natural Capital Policy to a timeframe agreed between Council (as sponsor of Resolution 120) and the Policy Development Group.
