Society for Nature Conservation - SABUKO is preparing the first management plan for Nugzar Zazanashvili Samukhi Multiple Use Area IUCN Category VI) for approval by the Georgian authorities. It includes a pasture management programme covering carrying capacity, seasonal zoning, rotational grazing and monitoring, and tenure reform to replace unregistered one-year agreements with registered long-term leases.

Grazing arrangements predate the area's designation and take the form of short-term agreements that are not entered in the public register, so the users of the rangeland cannot be formally identified. Moving to registered long-term leases requires subdividing a single municipal cadastral parcel into individual units, a technical step now underway. Lesson: customary boundaries recognised by herders proved the primary evidence base for subdivision, historical records alone being insufficient. Treating customary knowledge as the evidence base for cadastral work, rather than reconciling it afterwards, produces boundaries that users recognise. |
