Assessment of Implementation:
Initial progress: Discussions with Alliance partners, co-sponsors and potential funders have begun. Engagement with IUCN India as the assigned mentor has initiated planning for implementation.
Emerging opportunities: Initial outreach to NITI Aayog (an apex planning body of the govt of India) and UNEP offers potential avenues for policy engagement.
Areas for improvement: Implementation remains at an exploratory stage, with no pilot activities reported. Awareness and stakeholder engagement remain challenges. A clear action plan, resource mobilisation and wider engagement across the region should be prioritised.
I also think the sponsor should contact the IUCN Climate Action Commission (CAC) asap as that can help upscale and reach the proposed purpose better.
Regarding the level of implementation, my rationale is:
Progress is evident in initial stakeholder outreach, partner discussions and exploration of funding opportunities. However, the HIMEK Alliance is not yet operational, and no pilot projects or concrete emission-reduction or restoration interventions have been reported.
While implementation is at an early stage, this is only the first year of the four-year quadrennium.
