Describe the results/achievements of the actions taken: 
IUCN Asia Regional Office has facilitated the awarding of several grants to civil society organizations contributing to monitoring large-scale DFI-financed projects in the Indo-Burma hotspot, in particular in the Mekong Delta and tributaries of the Mekong river in Thailand. IUCN/Global Water Initiatives supported the process that led to the adoption of the ECOWA directive on large water infrastructure in June 2017 which is an important tool to ensure that large-scale dams are monitored on socio-environmental impacts. IUCN/GWI further developed publications and educational tools to support IUCN members and the wider public assessing social impacts of future large dam projects or proposing social mitigation measure (details see activity report).
The IUCN Secretariat organized a symposium together with the International Association for Impact Assessment (IAIA) on biodiversity aspects of development. IAIA is member of IUCN and may provide funding/opportunities for IUCN in terms of online training and inputs in their annual conferences.
The IUCN Secretariat developed an environmental and social management system (ESMS) to check projects implemented by the Secretariat on environmental or social issues. As part of this system, operational procedures have been developed in form of a Manual (ESMS Manual) and four ESMS Standards that provide guidance how to address particular impact issues common in IUCN projects. These materials are publically available (www.iucn.org/esms) and could also be used by IUCN Members, DFIs etc.
IUCN continues to provide support to the World Bank Group in using IUCN standards and data sources through IBAT. A version of IBAT specifically designed for use with the IFC Performance Standard 6 has been developed and an IBAT users group for the wider World Bank Group has been created and training will be provided in early 2018. Together with The Biodiversity Consultancy an online database of national-level biodiversity offsets policy has been generated.
IUCN convened the Biodiversity Expert Group to support the World Bank Group in developing the new Environmental and Social Safeguards (ESS). The BEG recommendations were largely upheld in the policy document issued in August 2016. IUCN also provided inputs to the Guidance Notes process.
IUCN Member Fundación Ambiente y Recursos Naturales (FARN) provided a detailed activity report. Activities included, among others, monitoring and influencing practices of Chinese investments, promotion of the concept of pubic private partnerships and a case study to understand factors influencing the effectiveness of participation mechanism established by IFIs.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome : 
The IUCN Secretariat is burdened by the lack of financial and project resources to carry out this Resolution. Limited actions have been accomplished by deploying low-cost options such as the use of volunteers. Project funds will need to be raised in order to enhance the likelihood of significant impacts on this Resolution.
