Describe the results/achievements of the actions taken:
Ministry of Environment of Korea, Jeju Special Self-Governing Province and Korea National Park Service hosted in collaboration with IUCN the
World Leaders’ Conservation Forum 2018, Jeju, 3-5 October 2018. A Technical Session was staged on 'Harmonising the Management of Multi-Internationally Designated Areas'. The session provided an opportunity to review the findings from IUCN’s Managing MIDAs study (referred to in the Resolution WCC-2016-Res-037 as 'IUCN Guidance') and the requested actions detailed within the IUCN resolution prompted by the study. The session discussed and agreed upon potential future actions on the subject including proposals by the Republic of Korea and Jeju Special Self-Governing Province to establish a UNESCO Category 2 Centre (C2C) focused on carrying forward MIDAs recommendations from the guidance. The technical session informed a message which was delivered to the leaders participating at the Leaders’ Dialogue on October 5th 2018.
IUCN's World Heritage Programme has agreed with Jeju Province to continue the MIDAs project using unspent funding of approx 60,000USD to further support the establishment of the C2C as an education and training centre for MIDAs managers and decision makers at the designating body secretariats and national levels. Comments were provided on the C2C application which is under consideration by the Ministry of Environment , Korea and the Korean Cultural Heritage Administration during 2019.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
Main challenges relate to the slow progress being made to advance the proposal to establish a UNESCO C2C on MIDAs. The Republic of Korea have shown strong leadership in initiating and funding this work. It would be good to broaden the support across IUCN members and Commissions once the C2C is approved. Korea has pledged to support the C2C and an application is now progressing through the Korean internal aproval process. IUCN's World Heritage is ready to continue its support for the initiative. The WLCF 2018 helped to gather momentum on the initiatve which is central to Res WCC-2016-Res-037.
Briefly describe what future actions are needed for the implementation of this Resolution:
Approval within Korea to submit an application to UNESCO for the establishment of a UNESCO C2C on MIDAs. Approval by UNESCO and further support from RoK to fund and operationalize the C2C. As noted above some small project funds remain to support developing content for the C2C and convening stakeholders to re-energize momentum.
