Over 100 houses have been constructed, utilizing energy efficient design and materials, to reduce consumption of energy by participating households projected to save over 15% on baseline energy consumption.
What challenges have you encountered in implementing this Resolution and what measures have you taken to overcome them?: 
Coordination between the Housing Authority, NDBP, and PPUC to exchange data and collect the necessary information for assessment of savings has not taken place, and further training/visitation by IUCN is needed to complete this activity.

Capacity-buildingEnergy Audit/Survey training is to be conducted with NDBP, PHA, PPUC, and EAO staff to conduct surveys of households around Palau and validate average household energy consumption rates as a baseline to compare to the households constructed as part of the IUCN programme.
FundraisingThe Nationally Designated Authority for GCF (Office of Environmental Response and Coordination Office of the President of the Republic of Palau), has requested IUCN assist in development of a simplified application for GCF regarding expansion of the EELP to include private sector through a fund of up to US$10m, also addressing the present need for increased decentralized renewable energy generation.
Scientific/technical activitiesMonitoring, Reporting, and Verification activities are to take place to generate an Impact Assessment Report validating the carbon emissions avoided through the EELP housing subsidy programme.
