Describe the results/achievements of the actions taken:
The resolution requested the IUCN Council to establish a working group composed of Councillors and Members. In 2017, the IUCN Council’s Governance and Constituency Committee (GCC) set up a “Pre-Working Group” of interested Council members with the purpose of preparing Terms of Reference (ToR) of the Working Group, criteria for its membership and the key elements of a work plan. For the purpose of updating its members, the Pre-Working Group first developed a background paper with the assistance of the Secretariat capturing the history of this issue in IUCN, including the options discussed in Congress and Council over several decades. The Pre-Working Group has made progress with the development of the ToR and the criteria for the membership of the Working Group, to be completed by the time of the 94th Council meeting in April 2018.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
Before embarking on this complex and sensitive issue which has been discussed in IUCN for many decades, Council members required an in-depth brief and a good understanding of what has already been done in the past. This led to the development of a detailed background paper with the assistance of the Secretariat. Further, the complexity of the issue and the ambiguity or the absence of clear definitions has slowed down the development of draft ToR for the Working Group.
Briefly describe what future actions are needed for the implementation of this Resolution:
The Pre-Working Group of the GCC of Council will finalize the ToR for the Working Group referred to in the resolution including the criteria for the membership of the Working Group. With Council's support for the ToR, the Working Group can subsequently be established and prepare a recommendation for the next Congress.
