II. Implementation

Describe any challenges encountered in implementing this Resolution and the measures taken
We have set up people to people movement to share the international waters but without a proper Commission it cannot be achieved. We have achieved goodwill. We have also contributed to provide Guidelines for Ganges Water Treaty signed by Bangladesh and India. We are still waiting on treaties on other common rivers but it has not worked due to lack of a Commission and lack of cooperation between a
Please report on the result /achievement of the actions taken
The Resolution have been discussed and partially attended but the need for Commission has not been addressed. We can look at Danube River Commission, Mekong River Commission, and other River commissions are all gathered by coriparians. Bangladesh is at a disadvantage for being a lower riparian for they have no hand in joint management of international rivers. River waters are withdrawn unilaterally upstream. It is time to set a proper common rivers Commission where all can be discussed and shared in accordance with international norms and United Nations laws which are binding to all members. IUCN can come forward and contribute to such a Commission which will not only support sustainable development but also aid all nations in conservation of nature.
Identify and briefly describe what future actions/activities are planned for the implementation of this Resolution
Future action / activity
Convene stakeholders/Networking
Description
Once the international community including iucn makes up its mind to hold such a Commission it will move forward. No country should insist on bilateralism to take advantage. All are equal and it is about time to move forward towards sustainable development.
Future action / activity
Policy influencing/advocacy
Description
Capacity building, advocacy and using other models as examples. IUCN can move from Dialogue to Action. Commission of all coriparians should be immediately implemented . IUCN can help set up such a Commission with lessons from existing Commissions.
