Implementation
Indicate which actions have been carried out to implement this Resolution :
Convene stakeholders/Networking
Describe the results/achievements of the actions taken:
No information on the implementation of the resolution was received from members. A number of convening/networking activities in line with the Bern Conventiona and the CMS have been conducted in which SSC members were likely involved. For example, the Emerald Network biogeographical Seminar for bird species for Belarus, Ukraina and Moldova (https://www.coe.int/en/web/bern-convention/-/emerald-biogeographical-seminar) or the 3rd Adriatic Flyway Conference held in Serbia. Also in the framework of CMS meetings were convened, including the Workshop for Government Prosecutors on the Illegal Killing, Taking and Trade of Migratory Birds (IKB) in the Mediterranean Region (https://www.cms.int/en/meeting/workshop-government-prosecutors-illegal-killing-taking-and-trade-migratory-birds-ikb), AEWA International Management Planning Workshop for the Barnacle Goose and the Greylag Goose (NW/SW European population), 3rd Meeting of the AEWA European Goose Management International Working Group (EGM IWG3) and the 3rd Meeting of the Technical Advisory Group to the Raptors MOU (TAG3 - https://www.cms.int/raptors/en/meeting/3rd-meeting-technical-advisory-group-raptors-mou-tag3. However, I do not have specific information regarding SSC involvement in these meetings and regarding this Resolution.

What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
No information on the implementation of the resolution was received from members, so obstacles cannot be identified here. Last year's report mentioned the unwillingness of Parties to conventions (including the Bern Convention) to agree to provide required funds through budget increases. This is likely to have remained the same in 2018.
Briefly describe what future actions are needed for the implementation of this Resolution:
In accordance with last year's evaluation, it seems to me that the Bern Convention is currently not high on the agenda of IUCN members and the global conservation community. Some kind of coordinated large-scale communication campaign may help increase the visilibility of the convention and its role for migratory bird conservation.
Are these actions planned for yet:
No
