Capacity-building
Convene stakeholders/Networking
Education/Communication/Raising awareness
Policy influencing/advocacy
Scientific/technical activities
Describe the results/achievements of the actions taken:
Another key feature of COP25, billed as the ‘Blue COP’ by the Chilean Presidency, was its focus on the ocean. Decision 1/CP.25, for instance, commended the efforts of the COP Presidency ‘to highlight the importance of the ocean, including as an integral part of the Earth’s climate system, and of ensuring the integrity of ocean and coastal ecosystems in the context of climate change’ (para 30). The same decision also requested the SBSTA Chair to convene during SBSTA52 in June 2020 ‘a dialogue on the ocean and climate change to consider how to strengthen mitigation and adaptation action in this context (para 31). These will be important avenues for IUCN and its members and partners to remain engaged in, and contribute to in 2020. Additionally, the Chilean Presidency also launched a new Platform for Science-based Ocean Solutions at COP25, which IUCN provided advice on, and on which discussions are expected to continue in 2020.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
The topic of ocean and climate change gained a lot of momentum in the last year, especially with Chile calling for a "Blue COP". New stakeholders came again/back to the table, and engaged in policy influencing, none the least also related to 30*30 for the CBD 2020 process. There are a lot of different groups, and various leadership, which sometimes makes the coordination a bit difficult, yet a critical mass was reached, both NGOs and governments, to push for this topic in the UNFCCC.
Briefly describe what future actions are needed for the implementation of this Resolution:
An opening has been created in the UNFCCC on oceans and climate, see above, this has to be maintained, and the requested submission fed with technical sounds information. The pressure on governments and the UNFCCC needs to be held high, otherwise it will quickly disappear. Continued science, following from the release of the IPCC Special Report on Oceans is needed, capacity building - amongst various actors - is still required, a focus on implementation is key!
Are these actions planned for yet:
Yes
