Description and results/achievements of activities:
This resolution has only been partially implemented and the state of NZ Sea lions has got worse since this resolution in 1990. The Sea Lion is now listed as endangered. The marine mammal sanctuary and marine reserves only extends to 12 nautical miles offshore the Auckland Islands which was already closed to fishing. Sea lions are caught in trawl nets fishing for squid, scampi, southern blue whiting and hoki. ECO supported measures promoted by the Forest and Bird Protection Society (another IUCN member) to close part of the Auckland Islands shelf to squid fishing during the sea lions breeding season. this proposal was rejected by the NZ Minister of Fisheries and he adopted measures which will not allow the sea lion to recover.

Describe any challenges encountered in implementing this Resolution and the measures taken
The poor legislation in New Zealand in the management of fisheries which does not include the precautionary approach, which does not protect threatened species, and gives too much consideration to commercial fisheries.
Please report on the result /achievement of the actions taken
The marine mammals sanctuary was only adopted for 12 nautical miles offshore, an area already closed to fishing. The NZ Minister of Conservation has not taken further action to extend this sanctuary to include the area of "the feeding grounds of the sea lion".
