II. Implementation
Activities carried out to implement this Resolution
Activity
Policy influencing/advocacy
Description and results/achievements of activities:
We participated, along with our NGO and scientific partners, in the commenting procedure during the formulation of the National park zonation scheme, which determines management types for different areas of the National Park. We submitted zonation recommendations based on scientific criteria and analysis of Natura 2000 classifications of the park area (the underlying materials were attached to previous reports), which would guarantee NP zonation conformity with resolution 6.034. When these were not accepted, we further submitted a second, backup set of recommendations, which protects only the most valuable additional areas (32 specific sites); while acceptance of these backup recommendations would not lead to conformity with the resolution, it would represent a step in that direction. Our formal comments (recommendations) from this procedure are attached to this report.
We continue to be engaged in the process establishing the rules for NP management for the coming period. The next stage will be a formal comment period on the proposed Management plan, which is currently under preparation by the NP administration.

Describe any challenges encountered in implementing this Resolution and the measures taken
A lack of political will to implement previously set goals and live up to previously made commitments.
Please report on the result /achievement of the actions taken
Our efforts to bring the National Park zonation in line with resolution 6.034 were largely unsuccessful. We were not able to get the NP administration or the Ministry of the Environment to update the zonation to bring it into line with the requirement of 30% of the NP area within the 'natural' zone. The newly approved zonation includes only 27.7% of NP area in the zone (a difference of cca 1500 hectares). Logging will thus remain part of the management regime for the remainder of the park.
More importantly, however, the Nature conservation act amendment passed in previous years sets a 15-year moratorium on all further changes to this new zonation. This runs directly against the requirement of res. 6.034 to establish a time-table for achieving the previously set goal of 50% of NP area in the natural zone. No such time-table has been set out; instead, the current state will be frozen in place until 2035 by law.

Identify and briefly describe what future actions/activities are planned for the implementation of this Resolution
Future action / activity
Policy influencing/advocacy
Description
We will continue to advocate for the management of NP Sumava in accordance with IUCN recommendations. In the coming period, the Management plan will go through a public commenting procedure. We expect that it will not contain any time-table for achieving enlargements of the natural zone and we expect to submit recommendations to this effect.
