Convene stakeholders/NetworkingThe Working Group established by the IUCN Council pursuant to Resolution WCC-2016-Res-003 submitted a proposal to Council which approved it in March 2019 for the purpose of consulting IUCN Members online and during the Regional Conservation Forums held in 2019. The proposal as approved by Council is attached herewith. The proposal was presented by Council members at each of the 11 Regional Forums between May and November 2019. A consultation page on the Union Portal was opened for comments until 15 September 2019. All comments made about the proposal were transmitted to Council's Governance and Constituency Committee in October 2019.On-going

The Working Group's deliberations resulted in a proposal to Council (attached herewith). All IUCN Members received the proposal for comments, either online or during the Regional Conservation Forums. Both channels provided an opportunity for Members to understand the proposal, to comment and discuss it.
What challenges have you encountered in implementing this Resolution and what measures have you taken to overcome them?: 
Designing an acceptable proposal has been complex. In the first place, the diversity of legal systems and national laws makes it hard to define what is meant by subnational authorities. Further, giving voting rights to subnational authorities in IUCN must take into account the current balance of voting power of Categories A (government) and B / C (NGO and indigenous peoples' organisations).

OtherThe next step is for the Working Group to review the proposal in light of the comments made, and to submit it together with the required amendments to the IUCN Statutes, to the Council for approval in February 2020 for the purpose of submitting it as a Council motion to the 2020 Congress for adoption.
