Describe the results/achievements of the actions taken: 
The implementation of this Resolution depended greatly on the outcomes of the 15th Conference of the Parties to the Convention on Biological Diversity (CBD COP15). The IUCN Secretariat closely followed and engaged in the negotiations on the enhanced mechanism for planning, monitoring, reporting and review of the CBD, calling for i) a periodic stocktake of progress in implementation to inform subsequent revision of NBSAPs / national targets and voluntary commitments by non-State actors (ratcheting up mechanism), and ii) that national goals and targets are aligned with the global goals and targets of the GBF.

The CBD COP15 adopted in December 2022 the Kunming-Montreal Global Biodiversity Framework (GBF) (Decision 15/4), and an enhanced mechanism for planning, monitoring, reporting and review, which included guidance and a template for updating the National Biodiversity Strategies and Action Plans (NBSAPs), as well as a template for National Reports and a global review of progress in implementation of the GBF (Decision 15/6). Further COP15 requested the Global Environment Facility (GEF) to establish a Global Biodiversity Framework Fund, a special trust fund to support the implementation of the GBF (Decisions 15/7 and 15/15).

In light of these decisions, the progress in implementing this Resolution is as follows:

Paragraph 1: The Secretariat
1 (a). The IUCN Secretariat is working to develop the guidance called for in this Resolution in a way that does not duplicate the COP decision and other efforts. This guidance is expected to revolve around IUCN knowledge products and tools. The Secretariat is also engaged in further developing the modalities of the global review of progress as mandated by the COP (decision 15/6).
1 (b). A GBF Fund was established by the COP, and created by the GEF Council in 2023. There are however other initiatives to facilitate access to financial resources to support the development and implementation of the NBSAPS. For example, the GEF launched in 2022 an Early Support Project to expedite the updating and aligning of NBSAPs with the new global biodiverstiy targets. IUCN has been invited to join the NBSAP Accelerator Partnership (led by Germany and Colombia), a matchmaking platform to harness financial and non-financial resources, technical assistance, capacity-building knowledge and best practices to accelerate NBSAP implementation.
1 (c). The Secretariat is also exploring how to best provide training to assist in capacity building for implementation of established NBSAPs by all stakeholders; In this regard, IUCN signed an MOU with its IPO Members and IIFB to jointly implement the new Podong Initiative axed around four pillars of action including 1) Capacity building, 2) Scaling up work with Indigenous peoples at the territorial level, 3) Empowering Indigenous peoples-led design in the development of direct funding approaches, and 4) Recognising and maintaining Indigenous peoples' leadership in international spaces and platforms, to support the achievement of the GBF.

Paragraph 3: IUCN National Committees
The IUCN French National Committee provided inputs to the National Biodiversity Council's draft opinion on France's 3rd National Biodiversity Strategy 2022-2030 (SNB3, in French) asking that it is designed as a real tool for implementing France's international commitments. Currently, the SNB3 is being examined by the Comité national de la biodiversité of which members of the IUCN French National Committee are part of, and is expected to be finalized in the automn 2023.

A Netherlands Action Agenda developed through a collaboration involving IUCN NL, the Deltaplan for Biodiversity Restoration and MVO Nederland, with financial support from the Ministry of Agriculture, Nature and Food Quality (LNV) includes over 150 pledges from governments, non-governmental organizations and businesses contributes to the implementation of this Resolution, in support of whole-of-Society approach. Further, IUCN NL provided expert support to the Netherlands delegation to COP15 on resource mobilization, the financial mechanism and the GBF monitoring Framework. IUCN NL also participated in national consultations for NBSAP, organised consultations for NBSAP and National Biodiversity Finance Plans (NBFP) with civil society organisations and Parties to the CBD.

The IUCN National Committee of Israel is also working closely with the Israel Ministry of Environmental Protection (MOEP) which is responsible for the country's NBSAP, now under revision following the adoption of the GBF.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome : 
The main challenge so far has been the postponement of the CBD COP which has also delayed the adoption of the Kunming-Montreal Global Biodiversity Framework, and the development of IUCN guidelines on how to reflect the Framework in relevant planning processes.
Ther is also a lack of awareness from Members of this Resolution, which should be addressed. Finally,not all IUCN National Committees have the same capacity or opportunities to assist in the development of NBSAPs.
Briefly describe what future actions are needed for the implementation of this Resolution: 
A scoping exercise for the development of the IUCN guidelines for reflecting the framework in the NBSAPs has started. Other aspects to be carried out are the development of a global strategy for collaboration and technology transfer, and training of trainers to build capacity for implementation of established NBSAPs by all stakeholders.
IUCN will continue to engage in the CBD process related to planing, monitoring, reporting and review, and put forward this Resolution.
