Describe the results/achievements of the actions taken:
2023: In August 2023, the Director of ORMACC held a first working meeting with Mr. Carlos de Miguel, Secretary of the Escazu Agreement, to analyse possible lines of collaboration between IUCN and ECLAC - the organisation that holds the secretariat of the Agreement-. The last four months of 2023 are expected to formulate and negotiate an MoU to formalise cooperation.

2023: The side event "Environmental human rights defenders: opportunities from international instruments to protect peoples and the environment" at this 7th GEF Assembly is convened by FARN, Eco Maxei, IUCN NL, IUCN ORMACC (Project Voices Sida-IUCN), IUCN HRCT. Environmental human rights defenders (EHRD) are on the frontline of protecting biodiversity, demanding climate action, combating desertification and tackling pollution. Many are attacked and killed every year. There is a critical need for increased safety and access to justice for EHRD, especially women defenders who are considered particularly vulnerable to threats due to gendered forms of violence. The killings disproportionately affect lower-income countries and Indigenous communities. International policy frameworks, in line with human rights-based approaches, are of the utmost importance to achieve a sustainable and just world, with full recognition and respect of Indigenous Peoples and Local Communities’ rights over lands, territories, resources and traditional knowledge, and protection of EHRD.

2022: Participation of IUCN ORMACC and CEESP representatives at the launching of the report Conservation NGOs at risk: The International Union for Conservation of Nature (IUCN) and shrinking environmental civic spaces, by the University of Geneva, stressing the shrinking civic spaces, deteriorating conditions and attacks faced by conservation NGOs across the world. Based on a global survey and
wider consultations with the NGO membership of the IUCN.

2022: Other relevant events, organized by IUCN Members, within the context of the First meeting of the Conference of the Parties to the Escazú Agreement, held in Santiago, Chile (April 2022) are: Reading the Escazu agreement from a Gender Perspective: Challenges and Opportunities (virtual)–19/04/2022, organized by FARN (IUCN Member in Argentina) and ECO Maxei , co-convene by Defensoras, Pachamama Alliance and Cuencas Sagradas Amazónicas with the support of the National Committee of The Netherlands and Participación pública como elemento de éxito para mejorar el acceso a la información de los recursos naturales – (virtual) 19/04/2022, organized by REFORESTAMOS MÉXICO (IUCN Member in Mexico).

Continue search for funding
Working with private sector
Involvement of new governments to ratify the agreement
Briefly describe what future actions are needed for the implementation of this Resolution:
2023: IUCN ORMACC is currently assisting the Swedish International Development Cooperation Agency (Sida) in preparing a Proposal for Action for the European Initiative for the Five Great Forests of Mesoamerica and the Trifinio Region (TEI Five Greats Forest), related to the Priority Area Environmental Rights and Defenders, to be funded by a European Union allocation of 2 million euros and a Swedish Government counterpart of 15 million Swedish kronor. If the proposal is approved, ORMACC will extend the scope of the VOCES project to indigenous peoples and environmental defenders in the Five Great Forests of Mesoamerica and the Trifinio region, in order to strengthen the systematisation of evidence on the nexus between conservation and rights, the analysis of jurisprudence and mechanisms for the protection of the rights of environmental defenders, the design of a monitoring tool for the application of the principles of the Escazú Agreement, and the articulation of agendas in advocacy spaces for environmental defenders and indigenous peoples in Central America.

2023: During the last four months of 2023, actions will be articulated with the World Commission on Environmental Law to carry out collaborative work on the development of studies and publications related to the jurisprudence of the Inter-American Human Rights System and national judicial systems. The aim will be to identify successful judicial mechanisms to inform future cases related to rights of access, participation and environmental justice.

2022: ORMACC has submitted a proposal for the Swedish Cooperation of rights based approach and work with environmental defenders. SIDA has approved the proposal and ORMACC could use some resources to support the agenda of the resolution in Central and South America. Approx. 1 million dollars with SIDA funding has been ensured up to 2023, which includes actions to promote environmental defenders and implementation of RBA for IP´s and local communities.
