Describe the results/achievements of the actions taken: 
• As part of the process to operationalize the Climate Crisis Commission established by 2021 Congress Resolution WCC-2021-Res-110, the Council decided, at its 107th Meeting (part 1, Feb 2022) to “request the Bureau of the IUCN Council to develop, with the support of the Secretariat, criteria for the positions of Interim Chair and member of the Interim Steering Committee of the Commission, for approval by Council”. Based on these criteria, IUCN Members and members of the IUCN Commissions were invited to send in, by 28 April 2022, expressions of interest to be considered for the position of Interim Chair and/or member of the Interim Steering Committee from individuals who met the criteria.
• In early March 2022, the IUCN Council validated the IUCN Bureau’s recommendation of the call for expressions of interest, incl. criteria, for the positions of Interim Chair and member of the Interim Steering Committee of the Climate Crisis Commission.
• The Call for expressions of interest for Interim Chair and members of the Interim Steering Committee of the IUCN Climate Crisis Commission was circulated to IUCN Members and Commission members on 17 March 2022 (call for expression of interest is attached to this report).
• Following the call for expression of interest for the position of interim Chair and the Interim Steering Committee, eight candidates were nominated for the position of Interim Chair and 73 candidates nominated for the position of the Interim Steering Committee.
• During its 107th Council meeting (part 2) in May 2022, the IUCN Council appointed Manuel Pulgar-Vidal as Interim Chair of the IUCN Climate Crisis Commission: https://www.iucn.org/news/secretariat/202205/manuel-pulgar-vidal-chair-iucns-new-climate-crisis-commission.
• The IUCN Council confirmed that the term “Interim” could be dropped for the purpose of branding / promoting IUCN’s Climate Crisis Commission provided that any promotional material mention in small characters that the Commission was provisional, and its Chair and Steering Committee were “interim” until the next IUCN World Conservation Congress adopts the Commission’s mandate and elects its Chair.
• The IUCN Council, 0n the recommendation of the Interim Chair of the IUCN Climate Crisis Commission, appointed 20 individuals as members of the Interim Steering Committee of the IUCN Climate Crisis Commission.
• During its 108th meeting (in Nov 2022 and Jan 2023), the Council respectively adopted the Terms of Reference (ToR) and the 2023-24 Work Plan of the IUCN Climate Crisis Commission on the proposal of the Interim Chair and Interim Steering Committee.
• During its 109th meeting (May 2023), the IUCN Council appointed Ms Cathy Yitong Li as Deputy Chair of the IUCN Climate Crisis Commission. During the same meeting, the IUCN Council also decided not to enter into a discussion on the topic of providing a budget for the CCC Commission (as requested by the Chair) given that Council is bound by 2021 Congress Resolution 110 which provides that the Climate Crisis Commission “shall be funded by extra-budgetary resources”. The IUCN Council also acknowledged that Mr. Manuel Pulgar-Vidal, as Interim Chair of the IUCN Climate Crisis Commission, has the full rights of a member of the Council and hence approved that he can vote at Meetings of the Council.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome : 
The Commission currently faces a lack of budget allocation. In order to address this challenge, the Commission has undertaken various fundraising initiatives and is making every effort to secure as much funding as possible. One approach they have taken is ensuring CCC's active participation in a range of events, accompanied by well-crafted proposals. Additionally, the Commission is collaborating with other IUCN Commissions to determine their involvement in various events within their areas of influence. This includes contributing to formal negotiations, participating in thematic days, engaging in the Non-State Actors Agenda, and organizing events through platforms such as the IUCN pavilion, Nature Positive Hub, or WWF pavilion, etc.
Briefly describe what future actions are needed for the implementation of this Resolution: 
The CCC’s membership recruitment process is yet to start. However, the Chair and interim steering committee are in the process of designating the CCC Regional and Thematic Chairs as well as the membership guidelines. The membership recruitment process is expected to commence before COP28.
