Policy influencing/advocacyIn 2022, the advocacy work has taken place through all available channels, including ASCOBANS, HELCOM working groups, the International Whaling Commission and other European NGOs on many issues. CCB was also closely involved in the process that started with the NGO formal complaint and proposal for emergency measures for by-catch of the Baltic Proper harbour porpoise.On-going

Within the CCB network, several Member Organisations are now active on harbour porpoise conservation, and this capacity building has continued to cover national processes and national advocacy in more countries.
What challenges have you encountered in implementing this Resolution and what measures have you taken to overcome them?: 
Even when in February 2022, a delegated act came into effect, regulating fisheries in important harbour porpoise areas in the Baltic Proper, there are still no measures in place for the rest of the population range, which is necessary to reach the target on minimising bycatch. ICES had recommended the use of pingers, but the navies of some countries have said no to this.
