II. Implementation

Activities carried out to implement this Resolution
Activity
Convene stakeholders/Networking
Description and results/achievements of activities:
Dr. Youngran Lee has been invited to speak at the side event Collaborating for Conservation: Protecting the Yellow Sea’s Biodiversity and Ecosystems, held in conjunction with the Our Ocean Conference. This event will focus on strengthening Korea–China collaboration in the designation and management of marine protected areas in the Yellow Sea. Its objectives include highlighting the ecological significance of the region, facilitating transboundary cooperation through joint conservation initiatives and knowledge exchange, and exploring practical approaches to improving MPA management, safeguarding migratory species and their habitats, and enhancing wetland conservation. Anticipated outcomes include increased engagement of local, national, and regional stakeholders; identification of priority actions to advance MPA, and wetland conservation efforts. While the agenda primarily focuses on wetlands and migratory species, Dr. Lee will seek to ensure the inclusion of marine mammals as a vital component of the region’s biodiversity and conservation priorities.

Description and results/achievements of activities:
KBS Docu-Insight, a long-running program under Korea Broadcasting System (KBS), is producing a three-part documentary featuring Korea’s endangered native species. They have confirmed the inclusion of the Narrow-Ridged Finless Porpoise in their coverage, and started filming. Plan Ocean will serve as advisors, providing scientific expertise and insights. Additionally, Youngran will appear in the documentary to highlight the importance of biodiversity, the conservation of NRFPs, and the mission of Plan Ocean. This documentary is scheduled to air in December 2025.

Activity
Education/Communication/Raising awareness
Description and results/achievements of activities:
Since the last report, we have actively participated in media opportunities to raise awareness of the NRFP’s endangered status and the need for conservation. Dr. Youngran Lee appeared on EBS Inviting Seat, a nationally televised talk show, where she highlighted key threats to cetaceans, such as bycatch, pollution, and climate change, as well as the lack of a marine mammal rescue network in South Korea. She introduced Plan Ocean’s plan to launch the 'Go Go Go' project, aimed at establishing a rapid response team for strandings.
Plan Ocean contributed to the production of the docuseries Whale and I as advisors and external researchers. On World Water Day 2025, a special screening of the documentary was held at Leica Cinema. Following the screening, a Q&A session (GV) was held with the director and producer Keun-Byul Lee, and Youngran, as marine mammal veterinarian and head of Plan Ocean. Together, they engaged in a heartfelt discussion with a diverse audience about the future of our planet and oceans, and how we must navigate a world shaped by climate crisis.
Beyond her EBS and GV appearance, Youngran has been featured in multiple media outlets through interviews with Green Peace, News Penguin, Donga Science magazine and Goodnews magazine, discussing the broader environmental implications of declining whale populations. To expand outreach, we also partnered with IFULUV, a cosmetics company, to create a YouTube video promoting animal and eco-friendly products.

Education/Communication/Raising awareness
Description and results/achievements of activities:
We are currently planning three exhibition booths, each for the New Taipei City Archaeology Festival, Jeongok Prehistory Museum and the National Incheon Marine Museum, focusing on endangered marine mammals. It will highlight the decline in cetacean populations and the conservation efforts underway to protect them. One of the key features of this exhibit will be an interactive model of the bycatch exclusion device used in fishing nets to help visitors better understand how it works and why it's important for reducing bycatch.

Challenges / obstacles encountered in the implementation of this Resolution
Lack of financial funds
Lack of human resources
Lack of political will
Describe any challenges encountered in implementing this Resolution and the measures taken
This year's government contract is subject to further funding reductions, including the elimination of support for international in-person meetings. This presents challenges for convening the Finless Porpoise Conservation Network. In response, we are currently in discussions with stakeholders in Taiwan to explore the feasibility of hosting the in-person workshop in Taiwan.
Please report on the result /achievement of the actions taken
Public awareness of the Narrow-Ridged Finless Porpoise has grown through a range of media and outreach initiatives, including its feature in an upcoming KBS documentary. Completed activities such as Dr. Lee’s appearance on national television and her role in the Whale and I docuseries, followed by a public Q&A session, have significantly highlighted the urgent need for the conservation of this species, as well as our oceans. These efforts have generated widespread media coverage and new partnerships including educational exhibitions partnered with museums continue to broaden our reach.
Additionally, Dr. Lee’s upcoming participation in the Our Ocean Conference is expected to further enhance stakeholder engagement and promote the inclusion of marine mammals in regional conservation strategies.

Identify and briefly describe what future actions/activities are planned for the implementation of this Resolution
Future action / activity
Convene stakeholders/Networking
Description
Due to government funding cuts for international in-person events, we are unable to host this year’s Cetacean Conservation Conference and workshop for the FPCN. To maintain in-person collaboration, we are exploring alternative hosts within the network, including Taiwan. We remain committed to stakeholder engagement through smaller virtual meetings and in-person gatherings in Korea to ensure continued updates and progress in cetacean conservation.
Future action / activity
Education/Communication/Raising awareness
Description
Marine Conservation Cambodia (MCC) contacted us following a presentation at the NRFP Workshop, which was an encouraging outcome and a key achievement of our outreach efforts. They requested support in population surveys, necropsy, and sampling techniques. We are planning logistics and funding options, with the goal of hosting MCC in Korea for training and providing follow-up field support in Cambodia to build local conservation capacity.
Future action / activity
Field activities
Description
We are developing a stranding response project called GoGoGo, aimed at becoming the first responders to live or dead marine mammal strandings. We are in the process of securing a fully equipped response vehicle. Currently, marine police serve as first responders but lack specialized training. While rescue centers exist, they were modeled after terrestrial wildlife facilities and do not fully address the unique needs of marine mammals.
Future action / activity

Description
We are collaborating with Dr. Sunmin Kim and Dr. Donghoon Lee on a manuscript detailing the establishment of the Finless Porpoise Conservation Network (FPCN). The paper will outline its origins, objectives, and the international framework supporting Neophocaena spp. conservation, emphasizing knowledge exchange and collaboration. It will also propose the network as a replicable model for other species and ecosystem conservation efforts.
Future action / activity
Policy influencing/advocacy
Description
Dr Youngran Lee was invited to participate in the North-East Asia Marine Protected Areas Network (NEAMPAN) Expert Group Meeting, where Korean, Chinese, Japanese and Russian stakeholders will convene to discuss marine mammal conservation around the NEAMPAN area. She will highlight the potential and importance of designating the Yellow Sea as a marine protected area.
Future action / activity
Scientific/technical activities
Description
We plan to hold at least five necropsy sessions over the coming year as hands-on educational opportunities for university students in veterinary medicine, biology, and ecology. We're also considering involving our patrons, offering them a unique chance to engage more deeply with our research and conservation efforts, fostering greater understanding and support through direct participation.
