Creation of a new IUCN WCPA and CEESP Task Force on Advancing Indigenous and Community-led Governance of PCAs.

The Task Force has the following main objectives:
1. Identify the barriers in different policy and socio-ecological contexts which IP&LC face in gaining
more authority/power to manage, use and conserve these ecosystems and their resources.
Develop theories of change and recommendations for reducing these barriers.

2. Develop and test a tool that actors at a specific site can use to assess power relationships and the
existing balance of authority/power between IP&LCs and other actors, and suggest how IP&LCs
can gain more authority/control.

3. Review and refine the IUCN framework of PCA governance types 1 , developed by the CEESP and
WCPA commissions of IUCN in order to:
a. enable better understanding and more transparency on power relationships in area-based
conservation,
b. provide the basis for planning and implementing policies and measures for IP&LC
empowerment, including measures to close existing “implementation gaps” between policy
and practice.
c. supporting more nuanced monitoring of progress on diversity and equity of PCA governance
at national and global levels including towards GBF Target 3

4. Communicate the outputs of the above, and work towards their endorsement and uptake at global
level (including at the level of IUCN, CBD and WCMC), and with actors such as government
agencies, NGOs and donors who can help to scale up genuinely IP&LC-led governance of PCAs.
