Description and results/achievements of activities:
Mission Blue continues to actively support the advancement and ratification of the High Seas Treaty (BBNJ), in line with IUCN’s resolution calling for strengthened protection of biodiversity beyond national jurisdiction.
Key activities include:
- Ratification Advocacy: Mission Blue is working to help secure the 60 ratifications needed for the Treaty to enter into force by the UN Ocean Conference in June 2025. This includes direct outreach to governments, encouraging both signature and ratification of the agreement.
- Diplomatic Engagement at Key Events: Mission Blue has supported and participated in international events such as the UN General Assembly (UNGA), the Our Ocean Conference, the Convention on Biological Diversity (CBD), and the UNFCCC Climate COP to celebrate new ratifications, provide platforms for countries to announce their ratification, and generate momentum for broader support.
- Collaboration with the High Seas Alliance: All activities have been conducted in close collaboration with the High Seas Alliance, which is leading the global effort to accelerate ratification. Mission Blue has provided communications support and strategic visibility for their work and that of governments demonstrating leadership.
Through these efforts, Mission Blue remains committed to helping bring the High Seas Treaty into force and supporting a robust framework for protecting marine biodiversity in areas beyond national jurisdiction.

In the lead-up to the UN Ocean Conference in June 2025, Mission Blue will continue to work in close collaboration with the High Seas Alliance to accelerate momentum for ratification of the High Seas Treaty, supporting countries to sign or ratify the Treaty. Mission Blue remains committed to ensuring the Treaty enters into force as a critical step toward safeguarding marine biodiversity.
