Describe the results/achievements of the activities
The Council Task Force on Archiving Resolutions (TFAR) focal point worked closely with colleagues from the Centre for Policy and Law (CPL) of the Secretariat to implement the main asks in this Resolution, specifically those in operative paragraph 4.
4a. "to review the implementation of active Resolutions and Recommendations and to recommend to the next Members’ Assembly...a list of Resolutions and Recommendations for retirement and archiving, together with the criterion for which each is to be retired and archived;" The Council has proposed motion 120, which contains this list as Annex 1.
4b. "undertake a policy review before the next Members’ Assembly...with a view to assembling (and potentially proposing consolidation of) Resolutions that deal with the same or closely related issues to help ensure that IUCN’s policy positions are collated, clear and accessible;" Given the substantial resources that would be involved in a comprehensive policy review, the Task Force and CPL reached out to the Global Information Systems Group (GISG) to explore innovative options, including the use of artificial intelligence. GISG contracted a specialist firm to develop an interactive tool -- Chat R&R -- in which users can query the Resolutions and Recommendations database, and the tool will respond with summaries and other digestible and accessible responses. The tool has undergone testing by GISG and CPL colleagues. Future roll-out plans are being developed.
4c. "consider the need for, and modalities of a mechanism for the ongoing review of Resolutions and Recommendations adopted in future Members’ Assemblies;" This has been integrated into motion 120 (OP3). The discussion on that mechanism continues to be an open question, to be taken up depending on the final wording on motion 120, if adopted.
4a. Challenges/obstacles encountered in the implementation of this Resolution and measures taken
Resources have been a challenge. Given the quantity of Resolutions and Recommendations adopted since 1948, the asks in this Resolution are extremely labour (and therefore resource) intensive for a small team.
Future actions / activities needed for the implementation of this Resolution
For the policy review, there is a plan to slowly rollout the Chat R&R tool to a broader user base.
