Based on the operational paragraphs of the Resolution and the work mobilised directly by the IUCN Secretariat, progress is therefore assessed as "limited" thus far. Nonetheless, IUCN has initiated the Glacier Action Network (GAN) as a practical mechanism to mobilise Members, Commissions, and partners around glacier and post-glacial ecosystem protection, knowledge exchange, and long-term collaboration. GAN is beginning to build the constituency, shared knowledge base, and collaborative platform envisaged under the Resolution, particularly in relation to strengthening protection, supporting monitoring and knowledge sharing, and raising awareness of glacier and post-glacial ecosystem transitions.

Insufficient / lack of resources
Limited dedicated resources constrain the pace of network development, highlighting the need to secure additional funding to fully mobilise and operationalise GAN. |
Coordination issues
Progress has been slower than anticipated, as building engagement and coordinating across IUCN Members, Commissions, and partners requires sustained consultation and time. |
