Natural resource governance, empowerment and poverty reduction : learning from practice

This document is divided into three sections. The first examines learning on various aspects of natural resources governance. This is followed by a section focusing more specifically on project implementation, planning and management lessons. Finally, we conclude with some suggestions on possible future niches for IUCN in the natural resources (NR) governance arena. We expect this document can contribute to strengthening the natural resource governance work of IUCN and partners and provide valuable learning for DFID, GTF grantees and other institutions involved in governance.

This guide serves as a resource for policy makers and staff of conservation and population organizations who wish to integrate population dynamics into environmental planning for sustainable development. It presents the basic rationale for linking population and environmental issues, including the demonstrable impact that population dymanics and rising consumption are having on the environment. At the same time, it acknowledges the difficulty of achieving integration due to long-entrenched disciplinary and institutional specialization.

This handbook illustrates concepts, methods and tools for "primary environmental care", an approach that seeks to empower communities to meet basic needs while protecting the environment. In particular, it focuses on how population size, structure, growth (or decline) and movements relate to the quality of the environment and the quality of life. Emphasis is placed on a community-led process of participatory action research in which local knowledge and skills are fully utilized.
