Institutional framework

Basándose en ejemplos de los sectores de tecnología y de empresas emergentes (startups), la UICN desarrolló la idea de una incubadora para identificar y alimentar las ideas de los administradores de áreas protegidas y de otros agentes que carecen de conocimientos, recursos o contactos profesionales para hacerlas realidad: la Incubadora para la Conservación de la Naturaleza (INC, por sus siglas en inglés).

Drawing on examples from the tech and startup sectors, IUCN developed the idea of an incubator to identify and nurture ideas coming from protected and conservation area managers and stakeholders who lack the knowledge, resources, or professional contacts to make them a reality: the IUCN Incubator for Nature Conservation (INC).

Governance is a critical determinant of the social equity, effectiveness and sustainability of natural resource use and conservation. Improving natural resource governance, including securing rights and sharing power and responsibilities, benefits both people and nature.

This capacity needs assessment identifies opportunities for institutional capacity development to strengthen multi-sectoral planning and implementation in order to create an enabling environment for nexus perspectives in Central Asia. It should not be viewed as a static capacity building plan, but rather as a catalogue to develop appropriate activities and strategies that can be further adjusted if necessary. 

The present volume should be read in conjunction with State of nature conservation systems in South-Eastern Europe as it represents its integral part and foundation. Both reports follow the same logic and structure, and their content is presented through the same thematic chapters. 

This report is the first comprehensive attempt to collate all the relevant information on institutional arrangements for nature conservation in the region into one coherent report. It aims to review the health of the national nature conservation systems, their suitability for purpose, the main gaps and opportunities in delivering on the many national and international policy targets, and their coherency with respect to addressing regional commonalities and priorities.

Mangroves provide an array of benefits to coastal communities, but in spite of their many values, mangroves in Asia continue to be converted to other land uses and sustainable financing for their protection has not been forthcoming.
