Site-level tool for identifying other effective area-based conservation measures (OECMs) : first edition

Other effective area-based conservation measures (OECMs) are sites outside protected areas that deliver effective and long-term in situ conservation of biodiversity. Biodiversity conservation may be the primary objective of the site, a secondary objective of a site that is managed for other purposes, or it may be an unintended consequence of the way the site is managed.

Addressing ecological connectivity in the development of roads, railways and canals

The development of linear transport infrastructure (LTI) can have a variety of direct and indirect impacts on protected and conserved areas (PCAs) and other intact areas with high biodiversity and ecological connectivity values. Poorly planned and constructed roads, railways and canals can sever habitats, disrupt ecosystems and threaten species. However, a growing number of solutions are available for overcoming these challenges, balancing the social and economic benefits of LTI development with ecological well-being.

In November 2018, Parties to the Convention on Biological Diversity adopted at the 14th Conference of the Parties a definition of an "other effective area-based conservation measure" (OECM) as well as guiding principles, common characteristics and criteria for identification of OECMs (CBD/COP/DEC/14/8). OECMs may be managed for many different objectives but they must deliver effective conservation. They may be managed with conservation as a primary or secondary objective or long-term conservation may simply be the ancillary result of management activities.

Protected Areas Benefits Assessment Tool + (PA-BAT+)

The Protected Areas Benefits Assessment Tool+ (PA-BAT+) aims to collate and assess information about the overall benefits from conservation and protection in protected areas. It can also be used in other area-based conservation sites. This technical guidance provides a quick overview of why understanding the benefits from protected areas is important, provides a detailed guide to using the PA-BAT+ and explains how to understand and use the results.
