The present programme document is a highly organized text which aims to express a lot of information in a logical framework: it shows how we seek to work to several related ends by a number of individual activities, each of which requires a share of the resources available. It is not intended as a document to persuade governments or to arouse public opinion; the World Conservation Strategy was designed to do that. Instead, it is the main tool for the management of our own operations, for securing funds, and explaining what we are about. The current programme is directly evolved from its two predecessors issued in grey cover at the end of 1979 and in green covers at the end of 1980. Unlike its predecessors, though, it has been reviewed and adopted by the General Assembly meeting in Christchurch, New Zealand in October 1981. It sets out a realistic plan for our operations over the new three years, in line with the funds available, concentrating on the priorities of the World Conservation Strategy, and making the best use possible of the extraordinary range of assets and talents available to IUCN through its membership and Commissions.
