It's the reason why this project, a bilateral aid project between Nepal and Australia, encouraged local communities to: 1) gather information in order to understand the how resources are used; 2) discuss problems together in order to find satisfactory solutions and 3) to develop a written plan, a kind of agreement between users of forest resources and the Department of Forest.
